Org. Setting and Reporting The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. UNON supports programme implementation of the United Nations Environment Programme (UNEP) and the United Nations Human Settlements Programme (UN-Habitat) globally, as well as other UN offices in Kenya, by providing administrative, security, conference and information services (www.unon.org). This post is located in the Resource Management Section (RMS) of the Information and Communications Technology Service (ICTS), in the United Nations Office at Nairobi (UNON) duty station.

Responsibilities
Under the general guidance of the Chief, Information and Communications Technology Service, and the direct supervision of the Chief, Resource Management Section, the incumbent is responsible for the following:
• Undertake analysis of well-defined modules within the systems, develop enhancements and new features to existing systems; may design and implement small, stand-alone systems as needed (e.g. to meet individual user requirements).
• Provide day-to-day problem solving services for complex systems issues to clients geared towards IPSAS compliance; document system problems and irregularities in IMIS (ERP), Asset Management Application (Hardcat and CPMS); where data has been corrupted, propose resolutions and data fixes following best practice; write work procedures for systems and/or specific business events.
• Provide specialized advice to users, analyzing users’ requirements and translating these into new applications; determine application systems integration and linkage issues.
• Maintain, upgrade or enhance existing user systems; troubleshoot and provide continuing user support, including resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
• Participate in the development and maintaining of computer programs that require integration of many interrelated systems and program elements; ensure appropriate data security and access controls considering both local and wide area issues.
• Participate in the implementation of Business Objects to improve integrated, flexible ad hoc reporting, robust query and analysis capabilities, and information-rich dashboards to empower end users and decision makers with greater information insight
• Design and develop warehouse management Dimensional & Relational Models, multidimensional OLAP cubes, based on business requirements, to support high-end, mission critical online analysis.
• Design data warehouse management functions covering resource management, security, backup and recovery, performance monitoring and tuning, data and cube management and capacity planning, and high availability.
• Maintain assigned portions of systems, providing operational support for system’s applications, analyzing and implementing system changes/upgrades, etc.
• Prepare, update and maintain systems documentation and related technical/procedural manuals.
• Assist in the set-up and monitoring of software performance measures.
• Draft training materials and conduct training sessions and demonstrations of systems for users.
• May provide guidance to new/junior staff.
• Perform ad hoc duties as required.

 
Competencies
• Professionalism: - Knowledge of systems design, and development, management, implementation and maintenance of information systems; ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters; knowledge of a range of computer languages and development paradigms. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results, proficiency in database administration for Sybase and/or Oracle is required. Good working knowledge of programming languages as Delphi, C#, Java, Javascript, dot net framework, and SQL is highly desirable. Proficiency in database analysis and business intelligence tools such as SQL Analyzer, Business Objects, Crystal Reports or Cognos is desirable. Certification/training in Project Management (such as PMI, Prince 2) is highly desirable. Knowledge of accounts, financial systems and controls, IPSAS standards and prior experience with UNIX and Sybase technical platforms is desirable. Sound knowledge of UN policies and procedures is and added advantage.

Education

A first-level university degree in computer science, information systems, mathematics, statistics or related field.


Work Experience

A minimum of 2 years of progressively responsible experience in planning, design,
development, implementation and maintenance of computer information systems or related
area. Experience in the development, implementation and maintenance of large and complex ERP systems is required and experience with SAP, IMIS is an added advantage.
Demonstrated experience of planning and organizing systems projects is required. No experience is required for candidates who have passed the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).


Languages

English and French are the working language of United Nations Secretariat. For the post advertised, fluency in oral and written English is required.


Assessment Method

Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
