Org. Setting and Reporting

This position is located in the Information Technology Section (ITS) in the Information Services Branch (ISB) of OCHA. The incumbent will report to the Head of the IT Operations Unit in ITS. 

Responsibilities
Within limits of delegated authority, the Information Systems Officer will be responsible for the following duties:
• Manages projects involving feasibility studies, systems analysis, design, development and implementation at the system level of OCHA's IT Environment including Application Servers, High-Profile Web Servers and Mission Critical E-Mail Systems based on Lotus Domino.
• Leads and coordinates in particular any Lotus Domino related activities, involving:
o Software installation, updates/upgrades, required scripting, testing and support.
o Organization, coordination and support for user testing operations.
o Research into new versions and new products related to the Lotus Domino platform including pilot testing.
o Maintenance and updates of files (electronic and paper) and internal databases related to Lotus Domino Server administration including user and access rights management, monitoring and information tools for the status of the operational Lotus Domino server systems.
o Monitoring of client population using Lotus Domino-based services, nature of clients, technology, technical dependencies and license counts.
o 2nd level troubleshooting on Lotus Domino Server components, related applications and clients in conjunction with Service Desk operations.
o Technical advice in the selection of related products to meet client and OCHA/ITS needs; analysis and comparison of options using objective evaluation methods.
o Keeping abreast of latest software products, standards and technology in the area of Lotus Domino.
• Develops detailed system and other functional specifications and system- and user documentation for major systems.
• Installs new and maintains, upgrades or enhances existing systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
• Actively monitors and constantly assesses the systems with respect to standards, patch-levels and security risks actively pursuing effective measures to maintain a secure and stable environment.
• Develops and maintains computer programs that require integration of interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
• Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
• Develops training materials, operating and user manuals; trains staff in assigned systems.
• Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
• Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
• Participates in writing reports and papers on systems-related topics, system requirements, infrastructure strategy, etc.
• Provides guidance to, and may supervise, new/junior staff, consultants, etc.

Competencies
PROFESSIONALISM: Knowledge of information technology/information management, particularly in systems analysis, design and administration, database design and administration. In particular profound knowledge and experience in Lotus Domino Server Administration, Linux server administration, Windows Server administration, MS-SQL server administration. Strong analytical and problem-solving skills, to include proficiency in the development and implementation, administration and support of concerned systems. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 

Work Experience
A minimum of five years of progressively responsible professional experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. Three years of experience with Lotus Domino system design and administration is required. Qualifying years of experience are calculated following the receipt of the first-level university degree recognised by the United Nations. 

Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage. 

Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
 
Special Notice
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
